Fiscal Responsibility

Fiscal responsibility is a two-sided coin, revenue enhancement and budget management, and the Township Council must be diligent at both. A sound economic plan outlines the revenue opportunities available to the Township and ways in which appropriate land use and development can create an economic benefit. In addition, Council has a duty and responsibility to be fiscally responsible with the resources given to it through taxation, government grants, and investment. A primary task for Township Council is to manage the finances on behalf of the community. We must live within our means and balance the money that comes in with the money that goes out.


Blair Whitmarsh arrived in Langley as a first year student at Trinity Western University some 30 years ago and fell in love with the township. He has lived with his wife, Lorraine, and three daughters, Karina, Jolayne, and Tana, who have also been active in the community for most of the time since. Since earning a PhD in sports psychology, Blair has had a distinguished career as a professor at Trinity since 1996 and has been the Dean of the School of Human Kinetics and Athletics since 2005. He helped in the design and development of the Langley Events Centre. Blair is a professional member of the Canadian Sports Psychology Association and has consulted with athletes and teams for more than 20 years. He is currently completing a MBA and will be awarded the degree in August 2014.
